Upgrade of E18 Turku Ring Road in the centre of Raisio enhances traffic safety and flow

Together with WSP Finland, we are delivering the upgrade project of E18 Turku Ring Road in the centre of Raisio. Traffic volumes on the route are high, with a particularly large share of heavy vehicles due to the nearby ports, oil terminal, and shipyard. The project will improve traffic flow and safety in the area while reducing traffic noise and other environmental impacts.

In the alliance project, we will upgrade the Turku Ring Road and Highway 8, including their grade-separated interchanges, to meet the TEN-T core network quality requirements. Approximately 1.7 kilometres of the ring road will be converted into a 2+2 lane main road with grade-separated interchanges, and around 1.3 kilometres of Highway 8 will also be improved.

At the same time, the existing Raisio interchange between the ring road and Highway 8 will be rebuilt as a three-level interchange, connecting the main routes through a roundabout located on the middle level. In the centre of Raisio, we will construct an approximately 420-metre-long, 3+3 lane concrete road tunnel, along with a new grade-separated interchange on its western side.

The project will also include improvements to the local street and private road network, as well as pedestrian and cycling connections. In addition, several kilometres of noise barriers and noise walls will be built in the area.

The contract entered its development phase in August 2025. During this phase, the detailed implementation plan will be prepared, target costs will be defined, and the project details and schedule will be agreed upon. Construction is expected to begin during 2026, with project completion targeted for 2030.

The project is being delivered using the alliance model. The client parties are the Finnish Transport Infrastructure Agency, the City of Raisio, and Fintraffic Road Ltd. The service provider parties are Destia (main contractor) and WSP Finland.
